Roscoe Collegiate Superintendent’s Bio

Dr. Rose Burks is the Interim Superintendent of Roscoe Collegiate Independent School
District, where she is leading the district through a period of transition with a focus on
student success, instructional excellence, and community partnership. She brings to this
role extensive experience in educational leadership, having served in a variety of
positions that emphasize both innovation and service to schools.

Before joining Roscoe Collegiate ISD, Dr. Burks was the Deputy Executive Director of
Region 14 Education Service Center, where she provided strategic direction and
support to districts across the region. In that capacity, she worked closely with
superintendents, administrators, and educators to design and deliver programs that
improved instruction, built leadership capacity, and ensured compliance with state and
federal accountability measures. Her work at Region 14 reflected a commitment to
empowering districts with the tools and resources needed to provide high-quality
education to all students.

Throughout her career, Dr. Burks has developed a reputation as a collaborative leader
who values innovation, data-informed decision-making, and the importance of building
strong relationships between schools and their communities. Her leadership is
characterized by a deep belief in the potential of every student and a dedication to
creating systems that enable both students and educators to thrive.

Dr. Burks holds advanced degrees in educational leadership and has been actively
engaged in professional networks at the regional and state level. With her broad
experience and steady leadership, she is well-positioned to guide Roscoe Collegiate
ISD as it continues to innovate and expand opportunities for its students.
